MLK Community Garden Leaders Meeting -- Feb 25th

Hi Community Garden Leaders,

Looks like the best date and time for the February MLK Community Garden Leaders Meeting isSaturday, February 25^th from 3 - 4:30pm. We’ll be at the Learning Center room at the M-Station Apartments, located at 2906 East MLK Blvd (across the street from the future garden). This room is located on the 2^nd floor of the leasing office. We’ll carry out the beginning part of the meeting at there, then cross E. MLK Blvd. to take a look at the site of the future garden. As some of you already know, there is poison ivy at the site (though there are paths cleared), so it’s advisable to wear long pants and closed-toed shoes.

No one so far has let me know they are in need of childcare, so I am not currently arranging to provide it, but if you do need childcare, please send me an email to let me know—it’s not too late to recruit a provider.

The goals of this meeting will be:

1) Visit the site of the future garden

2) Take the next steps toward establishing an organizational structure for the leadership team

3) All share ideas about your vision for garden, work on developing shared vision

Please be brainstorming about outreach strategies, what leadership role you might like to play in the planning team (e.g., outreach coordinator, communication coordinator, secretary, meeting facilitator, webmaster, etc.), and your vision for the garden. If you have friends or acquaintances who you think would like to join forces with us to make this garden a reality, please tell them about the project and bring them along to the meeting!

Upcoming Meeting for New Community Garden at MLK Rail Station

Hi All,

If you’re receiving this message, it is because you have expressed interest in helping with the planning and organizing of the MLK Community Garden, which will be created by and for your community adjacent to Sustainable Food Center’s new training facility (at the M Station MetroRail Station). Thank you for your interest in this project!

This project has been on hold for the past several months due to barriers related to land access and city permitting, but we are now ready to move forward. If all goes as planned, city permits will be approved in time for a groundbreaking event in May 2012, and first planting in the fall of 2012!

The preliminary garden design, which was created based on input from many of you at a Community Discussion in June of 2010, is on paper, but the most important aspects of this brand-new community garden have yet to be planned. This is an exciting juncture, and this is where you come in!

The goals of this Community Leaders Meeting will be:

1) To begin to establish leadership/planning team for the garden
2) To bring the garden community (you) up to speed on the project progress/timeline
3) To strategize about how to engage the broader community (to recruit more leaders & gardeners)

We will also establish a regular date and time for monthly meetings moving forward.

Chestnut NPCT meeting to discuss CNRC development at 13th and Chicon

Hello NPCT,

I hope the holidays are treating everyone well.

I'm calling a meeting to discuss the proposed developments at 13th and Chicon by the Chestnut Neighborhood Revitalization Corp. The CNRC has proposed a three building development around 13th and Chicon. Two of the buildings would be within the Chestnut NPCT planning area. The CNRC is in the process of requesting zoning changes and although we haven't received official notice of the zoning change for the property within our area, I wanted to meet with the CNRC to discuss the proposed development.

I am going to do my best to invite members of the surrounding neighborhoods as well, since this development affects us all.

In 1975 an Austin couple searched in vain for an early childhood education program that would accept both of their children, a toddler with Down syndrome and his preschool aged sister. City of Austin to host Community Meet-and-Greet to provide information on variety of services

The City of Austin Human Resources Department will host a Community Meet-and-Greet to present information on a range of services for veterans, the disabled and those looking for affordable housing or needing advice if facing certain forms of discrimination.

This community event will be from 10 a.m. to 2 p.m. on July 16 at the George Washington Carver Museum and Cultural Center, 1165 Angelina St., in East Austin.

The goal of this community outreach effort is to highlight and share information on the Equal Employment Fair Housing Office, the City of Austin Veterans, American's With Disabilities services, the Neighborhood Housing and Community Development; and the Small Business Development Program of the Economic Growth and Redevelopment Services. Other participating agencies include Austin Free-Net; VSA Texas, the State organization on arts and disability; the Human Rights Commissionl; U.S. Department of Veteran Affairs; and the Texas Veterans Commission.

“This is a chance to tell the community who we are and what programs are available to meet their needs,” Human Resources Director Mark Washington said. “It’s an opportunity for one-on-one conversation with agency representatives.”

Those attending will get information on:

Employment and Housing discrimination
The rights for veterans and those with disabilities
The City of Austin Human Rights Commission

Neighborhood Housing will introduce an affordable housing opportunity that includes 12 new homes available for $110,000 at 0% interest with no money down to buyers who meet program guidelines.

Attendees will also learn about how to obtain financing for start-up or existing small business.

New Cajun/ Soul/ Fusion Food at the Shopper Stop, 14th and Cedar

hi neighbors,

i want to spread the news that there is a new food operation inside our neighborhood convenience store, the shopper stop at 14th & cedar ave.

it's called ninja voodoo, and the owner mark is very friendly & eager to get the word out about his offerings.

javi & i tried a sampling of many of his dishes yesterday and it's all delicious! he offers a mix of cajun/creole foods, asian dishes, and his own fusions.

we had some dishes w/ meat, & some that were all veggie & vegan. (the asian noodles w/ mushrooms & apple kimchi were my favorites).

he will also be serving home made snowcones when it heats up w/ such flavors as cafe du monde w/ milk & sweet tea w/ lemon. yum!

i let him know about the newsletter, that one just came out & it will be a while before the next issue. so, just trying to spread the word here.

Chestnut Neighborhood Meeting for a ZONING CHANGE at MLK Rail Station

The Chestnut Neighborhood Plan Contact Team, with help from the Chestnut Addition Neighborhood Association, is holding a neighborhood meeting on Wednesday, April 20, 6 to 7:30 pm, to discuss a zoning change request.

A developer wants to build a skilled nursing facility at 17th and Miriam, near the commuter rail station and within the MLK transit-oriented district. The developer wants to change the zoning on part of a tract from Commercial Mixed Use to Live-Work-Flex.

date: APRIL 20, 2011
time: 6–7:30 PM
place: Calvin Hall, Redeemer Presbyterian Church, 2111 Alexander Avenue. Look for signs directing you to the building entrance and room.

The zoning change request will be considered by the City of Austin Planning Commission on Tuesday, April 26.

We invite you to attend this meeting and learn more about the proposed development and its potential impact on the MLK Station area.

PLEASE NOTE: We plan to decide whether to support or oppose the zoning change request at Wednesday's meeting. We hope to reach a decision by consensus. However, if consensus cannot be reached and we must take a vote, only those people who are eligible to vote according to the Chestnut NPCT bylaws will be able to cast a vote. Eligibility to vote entails living in the neighborhood and having attended at least one prior meeting of the Chestnut NPCT; the only exception is people who live within 500 feet of the proposed development, who are entitled to vote on this case regardless of whether they have attended a Chestnut NPCT meeting. Only one vote per household.

Please feel free to invite other neighbors to this meeting.

After the CANA meeting there will be the quarterly Chestnut Neighborhood Plan and Contact Team (NPCT) meeting at 11.30am.

Both meetings are at New Hope Baptist Church, 2405 E. 16th St. We will not be in our normal room on the first floor, but will be upstairs.

On the NPCT agenda for this meeting:

1) Reviewing / updating the Chestnut Neighborhood Plan priorities. (The City has asked us to report on how many of the priority items from our plan have been completed, how many remain, and how we want to prioritize those that remain.

2) Developing a communications protocol for Chestnut NPCT business.

3) Updates on NPCT business, past, present, and future.

4) Discussion of the neighborhood survey effort

5) Updates on the City's comprehensive planning process, Imagine Austin

The e-Waste drive is an annual event put on by UT students in association with Goodwill and the Dell Reconnect Program to collect electronic waste from the community, reusing what can be reused and disposing of the rest properly.

The Chestnut Neighborhood Revitalization Corporation (CNRC) was created out of the original Chestnut Neighborhood Plan, created in the late 1990s. Franklin Gardens is our first multi-unit project, and it turned out great.

Volunteer this Saturday (1/29) to help the build a Community Garden at MLK Rail Station

Sustainable Food Center is creating its headquarters, which will include a new program center and community and teaching gardens, at the new MLK MetroRail Station near MLK and Airport. Our headquarters and the gardens will be part of a new "nonprofit village" to include PeopleFund, Theater Action Project, and SFC, and a neighborhood park, to include a skate park, a new stretch of hike and bike trail, and more. This is a truly exciting project for us, and the community and teaching gardens will be the first element of SFC's portion to be created. Since the community garden will truly belong to the community (residents, organizations, and institutions in surrounding neighborhoods), we are looking for involvement and help spreading the word from you!

Last June, the MLK garden design team and SFC hosted an open house and community discussion where we received valuable input about how the garden should be designed and used. Over the past several months, we've been hard at work integrating this input into a design that fits the landscape and incorporates desired programmatic elements, but still leaves room for flexibility and community input. We're now ready to enter the land preparation stage—this means clearing unwanted brush, amending the soil, planting cover crops, and more—and we wanted to invite you all to be involved in the process.

Want to get involved, and want a sneak preview of the garden site? On Saturday, January 29^th, from 9 am - 1 pm, we’ll be hosting the first of a series of volunteer workdays to clear the community garden site of brush and prepare it for sheet composting, which will be used to enrich the existing soil in preparation for planting (our goal for a first planting for the garden is the spring of 2012). You are cordially invited to lend a hand, and we’d be much obliged if you could help us spread the word and recruit helpers (who might eventually become community gardeners) for this, and future, workdays!

The Chestnut Neighborhood Revitalization Corporation (CNRC) is seeking nominations for new board members. The CNRC was formed to implement several key areas of the Chestnut Neighborhood Plan completed in the late 1990s. Our primary focus is on creating and sustaining affordable housing. We have built several single family homes, and just completed a 22-unit senior affordable housing project (corner of MLK and EM Franklin). We are now focused on our next projects, and hope to have a strategic planning retreat in March to develop a clear focus for our 2011-2012 plan of work.

CNRC meets once per month (3rd Tuesday of every month from 6-7pm), and then have subcommittees who meet outside the regular board meetings to focus on specific initiatives such as land aquisition, small business creation, and fundraising. We have one staff person who we contract with, but we rely heavily on board participation. We have three positions open on our board, and are seeking individuals who want to make an impact on the Chestnut neighborhood. If you are looking to just show up once a month and put this on your resume...then this opportunity is not for you. If you are looking to be active and impactful, engage others in the neighborhood, and bring your creative ideas then we want to hear from you.

We also need to have a diverse board of residents and business owners, consisting of varying ethnic backgrounds and income levels. My name is Nicholas Arthur, and I am writing you as a current member of a small collective that is working hard to start a worker-owned neighborhood grocery and general store on the east side. We are calling it, Foundation Foods Grocery and General Store.

We are currently in the start-up/research stage of the project piecing together a business plan and conducting a feasibility study. We are contacting you and your neighbors to see if you would be interested in sharing with us your opinions/ideas/concerns, and helping us develop a place that is truly a creation of the community. We have composed a brief presentation and we would love the opportunity to share it at your next meeting. We have also put together a survey to distribute either online or on good old pencil and paper. Our goal is for this future establishment to be more than just a grocery store. It will be a place where people come together for the love of food and the love of life. It will be an active and vibrant community center and a launch pad for projects and ideas.

We feel that when it comes to fresh food, East Austin has been neglected in recent years. It is high time there was a grocery store that offered a selection of food that promotes and encourages a healthy, happy lifestyle. It is vital to our mission that Foundation Foods will, in the long run, be shaped and operated by many people, and tightly woven into the community that it will be serving.

In order to accomplish this we are looking to develop relationships now, in the early phases of this project, and we need to hear your voice.

Holiday Bag Stuffing

The Neighborhood Holiday Gift Bag Giveway is happening again this year. The gift bags will be given away near the Holiday to some of the older and needier members of our community. Everyone is encouraged to bring something to add to bags. All items should be bagged and sealed, especially the homemade goodies. Approximately 45 bags will be prepared.

Congrats to CNRC for the Livable City Award!

The past week has been a great one for the Chestnut Neighborhood Revitalization Corporation and Franklin Gardens. We won the project of the year award last Friday from Envision Central Texas, and last night we won an award from Livable Cities - both for our 22-unit senior affordable housing project.

The highlight of the evening was Ms Rhambo accepting the award. I had so many people come up afterwards to tell me their favorite part of the night was her acceptance speech. Attached are a couple of photos from last night.

We should all be so proud of what we have accomplished. I feel blessed to be a part of such a great organization. Thank you for everything you do for our community!

Capital Metro Fare Increase Proposal

Capital Metro is resuming the public process that may lead to a fare increase as early as January 2010. The proposal would change Capital Metro’s base fare from .75¢ to $1.00

For the long term financial sustainability of the transit agency, the Capital Metro Board of Directors voted to move forward with a fare increase proposal at their September 28th board meeting.

Hello Neighbors,

Hope you all are doing well! I had an interesting discussion with our trash man this morning that I wanted to share. He informed me that it would really help him out a lot if we put our recycling and trash can about 5 feet apart. He said that it is really difficult for him to pick them up with his arm thingy without knocking them over if they are close together. I told him we would make sure to keep the trash cans separated in the future and he asked if I could spread the word to my neighbors. I had no idea this was a problem for them, so I thought I would let you all know just in case.

I'm not sure if you all made it out to this recent event at Austin Studios (Trash Project). Kyle and I went and ever since then i have found a new appreciation for our trash folks.

Franklin Gardens Groundbreaking Sept. 26

You are invited to a Groundbreaking Ceremony at 11 a.m. Saturday, Sept. 26, 2009, to highlight Franklin Gardens, a 22-unit affordable rental housing facility for low-income elderly persons.

Nearly three years ago the Chestnut Neighborhood Revitalization Corporation (CNRC) analyzed the market and found that senior affordable housing is one of the biggest market demands. CNRC then created the vision for this project, sought the funding and will be the developer and owner of the project.

The development is the Franklin Gardens Senior Housing facility. The City contributed $1 million toward the project in the form of a Rental Housing Development Assistance program loan using GO Bond proceeds. NHCD is working with Sarah Andre, S2A Development Consulting, to coordinate the ceremony.

Project Background:

The facility will be on 1.02 acres currently owned by the City of Austin/Austin Housing Finance Corporation (AHFC) and located at the corner of East Martin Luther King, Jr. Boulevard and E. M. Franklin Avenue.

The property was City of Austin surplus property that was transferred to the AHFC for the development of affordable housing. To facilitate its development, the AHFC issued a Request for Proposals (RFP) in April 2007. A $1M Rental Housing Development Assistance program loan using GO Bond proceeds was approved by the AHFC Board on 4/30/09.

The property is owned by AHFC and is leased to Chestnut NRC for the development of the 22-unit HUD Sec 202 grant-funded elderly project. AHFC will retain ownership of the land and CNRC will own the improvements. Closing of the HUD grant and AHFC funds is scheduled for this Tuesday, 9/15.

Below are the descriptions of the officers' duties from the CANA bylaws:

Article VI. Officers (For Upcoming Elections!)
Officers. The officers of the Association shall be the President, Vice-President,
Secretary and Treasurer.
Duties. The duties and responsibilities of officers shall be:
President: The President shall preside at all meetings of the membership. The
President shall, with the Secretary, be responsible for developing agendas for the
meeting and notifying the Vice President in order that the phone captains can relay
agenda topics. The President shall be the principal representative of the
Association but may designate duties as required.
Vice-President: The Vice-President shall perform the duties of the President as
necessary. The Vice-President shall be responsible for providing required meeting
notices and notifying the phone captains of agenda topics. The Vice-President shall
be responsible for sending cards to the ill and/or hospitalized association members
as authorized by the President. The Vice-President shall also be responsible for
the distribution of neighborhood fliers. The Vice-President shall be responsible
for the Holiday gift basket program to our elderly and indigent neighbors.
Secretary: The Secretary shall keep a complete record of all actions (including a
separate list of policies and bylaws) of meetings. The Secretary shall also be
responsible for reviewing action items at the end of each meeting, and shall also
provide copies of minutes and agendas at the beginning of each meeting for the
membership in attendance. At the annual meeting, the Secretary shall report the
current number of enrolled members and distribute a membership roster.
Treasurer: The Treasurer shall maintain an Association savings account or leger,
collect and disburse funds including dues as authorized by the Association, account
for Association assets, and report at each regular meeting on Association finances.
At the annual meeting, the Treasurer shall provide a report on the total revenue
received during the previous year and the total expenditures during the previous
year. It is recommended that the Treasurer also propose a budget for the upcoming
year at the annual meeting.
Election and Term of Office. The officers of C.A.N.A. shall be elected annually at
the annual meeting while a quorum is present. If the election of officers is not
held at such meeting, such election shall be held, as soon thereafter as is
convenient while a quorum is present. Each officer shall take office immediately
upon being elected. Each officer shall hold office until his or her successor has
been duly elected and qualifies or until his or her death, resignation, or removal.
Officers may be re-elected.

Celebrating Safer Stronger Community

The East Austin Rotary Club and East Austin Weed and Seed Community Initiative are organizing a community collaborative for an annual block party taking place in Eastside neighborhoods and intersections that have the potential to become cultural epicenters through beautification and increased business and community activity. As our premier festival, we are planning a block party at the corner of 12th and Chicon in April 2010, featuring local businesses, music, community performances, food, and art that highlight the unique world cultures represented in East Austin. The centerpiece of the event is the unveiling of an outdoor art piece that will beautify as well as highlight the unique historic and cultural significance of the place.

We aim to create an environment where Eastside neighborhoods, businesses, and residents can come together and celebrate all things East Austin, nurture neighborhood pride, and empower the people of this community to beautify and enjoy their public spaces.

We are looking for volunteers who are passionate about East Austin to help organize this festival. We are in particular need of experienced leadership roles and recommendations. Capital Metro seeks musicians!

Capital Metro is seeking busker-style musicians to perform at upcoming events at their rail and bus facilities. Any individual player, band, or other music ensembles that reside in the greater Austin area are eligible to apply.

The purpose of this request is to assemble a pool of musicians that Capital Metro can utilize when events, holidays, or customer appreciation activities planned by the Authority require live music.

All styles of musical expression, both instrumental and/or vocal, composed and/or improvised, are encouraged, including but not limited to classical, mariachi, pop/rock, folk, hip-hop, conjunto, jazz, contemporary, etc.

Capital Metro envisions community supportive music that the random passerby could selectively enjoy or reasonably tune out. Some music would be acoustic. Any electronic equipment or amplification used would be for the purpose of creating sound rather than reinforcing sound.

CRITERIA
All musician(s) must supply all equipment used for performance. Limited electricity is available at some areas but not all.

All entries will be judged on the following criteria:

· Creativity

· Artistic Merit

· Flexibility with regard to weather

· Appropriateness to the Capital Metro environment and its mission

Performance times will be in forty-five (45) minute sets.

By-Laws

Preamble
The Chestnut Addition Neighborhood Association (C.A.N.A.) is a group that seeks to
provide a place for discussion and action towards a healthy and thriving
neighborhood to live and work in that is a treasure in Austin. These bylaws are
intended to foster a more cohesive and effective community organization that is
already strong in nature.

Article I. Name
The name of the organization shall be: Chestnut Addition Neighborhood Association
(C.A.N.A.).

Article II. Purpose
The purposes of the Association shall be:
To increase communication within and without the neighborhood:
* Promote open discussion of neighborhood issues.
* Pursue solutions and actions favored by members.
* Monitor and inform C.A.N.A. members of public and private initiatives,
developments and policies significant to C.A.N.A.
To increase community
To increase safety
To increase beautification

Article III. Boundaries
The boundaries of the Association shall be:
West Boundary: East side of Chicon Street
East Boundary: Miriam Street
South Boundary: North side of East 12th Street
North Boundary: South side of Martin Luther King, Jr. Boulevard

Article IV. Membership
Membership. All residents and/or property owners 18 years or older within the
boundaries of C.A.N.A. shall be a member of C.A.N.A. upon attendance at any meeting
and enrollment of his or her name on the membership roll maintained by the secretary
or his or her designee.

Voluntary Dues. Members of C.A.N.A. may, but are not required, to pay dues. The
Treasurer or his or her designee may collect voluntary dues at any meeting.
Suggested monthly dues are $2.

Article V. Meetings of the Membership
General Meetings. General meetings of the membership shall be held on the fourth
(4th) Tuesday of every month at 6:30 p.m. A regular meeting may be cancelled or
rescheduled by majority vote of the membership at the regular meeting preceding the
meeting to be cancelled. General membership will be notified via phone/email tree.
Special Meetings. Special meetings of the members may be called by the Officers or
upon receiving the written request of not fewer than 10 members. General membership
will be notified of special meetings via phone/email tree. Only the business
specified in the call can be taken up at a special meeting.
Annual Meeting. The annual meeting of the C.A.N.A. membership shall be held on the
fourth (4th) Tuesday in the month of October in each year. The purposes of the
annual meeting are the election of officers, receipt of the Secretary and
Treasurer's annual reports and the transaction of such other business as may come
before the meeting.

Quorum. A quorum for votes of record is twelve members. With or without a quorum,
"sense-of-meeting" votes are open to all attending members. "Sense of meeting" is a
report of what the group as whole thought about an issue.

Place of Meeting. The president in consultation with the C.A.N.A. membership may
designate any place within the boundaries of C.A.N.A. as the place of meeting for
any meeting.

Agendas/Guests. Meetings shall follow the agenda developed by the President and
Secretary. Guests, not on the agenda, may have no more than 10 minutes at the
beginning of the agenda, unless a written request to the president is received and
approved prior to the meeting. If guests wish to speak more than 10 minutes, and did
not gain prior approval, they may speak at the end of the agenda items. Generally,
no more than two (2) guests are allowed to speak at one meeting.

Notice of Meeting. The Vice President or his or her designee shall attempt to
provide notice, whether by telephone or other means, to the C.A.N.A. membership of
all meetings. The preferred means for meeting notification is the phone/email tree
system.

Article VI. Officers (For Upcoming Elections!)
Officers. The officers of the Association shall be the President, Vice-President,
Secretary and Treasurer.
Duties. The duties and responsibilities of officers shall be:
President: The President shall preside at all meetings of the membership. The
President shall, with the Secretary, be responsible for developing agendas for the
meeting and notifying the Vice President in order that the phone captains can relay
agenda topics. The President shall be the principal representative of the
Association but may designate duties as required.
Vice-President: The Vice-President shall perform the duties of the President as
necessary. The Vice-President shall be responsible for providing required meeting
notices and notifying the phone captains of agenda topics. The Vice-President shall
be responsible for sending cards to the ill and/or hospitalized association members
as authorized by the President. The Vice-President shall also be responsible for
the distribution of neighborhood fliers. The Vice-President shall be responsible
for the Holiday gift basket program to our elderly and indigent neighbors.
Secretary: The Secretary shall keep a complete record of all actions (including a
separate list of policies and bylaws) of meetings. The Secretary shall also be
responsible for reviewing action items at the end of each meeting, and shall also
provide copies of minutes and agendas at the beginning of each meeting for the
membership in attendance. At the annual meeting, the Secretary shall report the
current number of enrolled members and distribute a membership roster.
Treasurer: The Treasurer shall maintain an Association savings account or leger,
collect and disburse funds including dues as authorized by the Association, account
for Association assets, and report at each regular meeting on Association finances.
At the annual meeting, the Treasurer shall provide a report on the total revenue
received during the previous year and the total expenditures during the previous
year. It is recommended that the Treasurer also propose a budget for the upcoming
year at the annual meeting.
Election and Term of Office. The officers of C.A.N.A. shall be elected annually at
the annual meeting while a quorum is present. If the election of officers is not
held at such meeting, such election shall be held, as soon thereafter as is
convenient while a quorum is present. Each officer shall take office immediately
upon being elected. Each officer shall hold office until his or her successor has
been duly elected and qualifies or until his or her death, resignation, or removal.
Officers may be re-elected.
Vacancies. A vacancy in any office because of death, resignation, removal,
disqualification or otherwise, may be filled by the membership for the unexpired
portion of the term until a quorum vote can be held.

Removal. Any officer may be removed by a two-third (2/3) vote of the membership at
a regular meeting while a quorum is present whenever in its judgment the best
interests of C.A.N.A. would be served thereby. No officer shall be removed without
one month written notice and an opportunity to be heard. Any officer removed is not
eligible for an office for a minimum of one year.

Salaries. No officer shall receive a salary or monetary compensation for service as
an officer. An officer may be reimbursed for reasonable expenses, authorized by the
president, incurred on behalf of C.A.N.A.
Article VII. Committees
Nominating Committee. The Nominating Committee shall be a standing committee
consisting of five members, no more than two of who shall be Officers. It shall
present a slate of candidates at the September general meeting. In presenting a
slate of candidates, it shall attempt to balance the membership of the Officers with
respect to geographic residence, age, sex, race, ethnicity, occupation, and areas of
expertise, choosing from among persons who have demonstrated interest in furthering
the goals of the Association. Nominations from the floor at the general membership
meeting may also be accepted.
Other Committees. The Officers shall consider and propose establishing such
standing committees, temporary committees and task forces as necessary to organize
the Association's work effectively and encourage community-oriented volunteer
efforts.

Article VIII. Political Activities
Neither the Association nor any member purporting to speak for it shall endorse any
candidate for public office or any political party. Membership rosters of the
Association shall not be used for political, commercial, or any other activity not
directly related to the Association.

Article IX. Books and Records
All books and records of the Association may be inspected by any member at any
reasonable time.

Article X. Parliamentary Authority.
The rules and procedures contained in the current edition of ROBERT'S RULES OF
ORDER, Newly Revised, may serve as guidelines for the Association in all cases in
which they are applicable and in which they are not inconsistent with these by-laws.

Article XI. Contracts, Loans, Checks and Deposits

Contracts. The membership may authorize any officer or officers to enter into any
contract or execute and deliver any instrument in the name of and on behalf of
C.A.N.A., and such authority may be general or confined to specific instances.

Loans. No loans shall be contracted on behalf of C.A.N.A. and no evidences of
indebtedness shall be issued in its name unless authorized by a resolution of the
membership.

Checks, Drafts, or Orders. The treasurer or president shall sign all checks,
drafts, or other orders for the payment of money.

Deposits. All funds of C.A.N.A. not otherwise employed shall be deposited from time
to time to the credit of C.A.N.A. in such banks, trust companies, or other
depositaries as the treasurer may select.

Article XII. Repeal

With adoption of these by-laws, all previous by-laws are hereby repealed.

Article XIII. Amendments

These bylaws may be altered, amended, or repealed and new bylaws may be adopted by
majority vote of the membership at any meeting; provided, however, that a quorum is
present.

CERTIFICATION.

We certify that the foregoing constitutes a true and correct copy of the bylaws of
C.A.N.A. as adopted by C.A.N.A. on April 27, 2004 in Austin, TX.
